Russians offered a bounty to kill our troops. This was so serious that NSC met to determine a response. Suggesting that they did not notify the CIC is so laughable that it should be dismissed out of hand. So two possibilities. Either Trump doesn't read his daily briefing, or Trump was told and 'forgot'. If you are stupid enough to believe that Trump wasn't told about this, I'd suggest removing all sharp objects from your homes.
