this was in the 70's, when mandatory busing was used to level out whites and blacks in public schools, forcing many kids to get up an hour early to get bused to a faraway school, and to get home an hour later from that school. no kid likes that. no kid likes being separated from his homies, his friends, his neighborhood as part of some social experiment, when it would have been much better to just re-draw school districts that achieved the same result without forced busing. what biden was talking about was that forcing kids to leave their friends and neighborhoods to to go somewhere else is bound to cause conflicts and cliques and hard feelings. and it would be of a racist nature, since that was the criteria being used. he wasn't saying blacks would be the instigators, or the problem, that the SYSTEM would be wrong, and it could done in a much smoother, less negative way on THE KIDS BEING FORCED TO PARTICIPATE.

After a brief pause, Biden realized how bad what he had just said sounded, and added: “Wealthy kids, black kids, Asian kids — no I really mean it, but think how we think about it
