I look at it as a national security issue; the United States of America is better able to compete in a hostile world if the Feds and States work toward maximizing the potential of all citizens and ensuring a base level of health. The former includes education. The latter includes vaccinations, treatment for injuries, preventative health measures and, like the former, education in a healthy lifestyle.
