But others didn't.

Every state needs to do it, and they all need to do it the same way.

Mitigating the spread of COVID is only going to work as good as the weakest link in the chain. And boy, does our chain have a bunch of weak links in it (South Dakota, North Dakota, Texas, Utah, California).

Not all of them did, and not all of them did at the same time.

So the reason COVID spread was because of that very thing.

We are only going to be as effective as the weakest member of the group...and if the weakest member of the group doesn't want to put any restrictions or lock anything down in a meaningful way, then the disease we are trying to mitigate by locking down will only spread further, which is exactly what happened.
