Impeachment isn't a criminal charge, and what Mueller was saying that there existed enough solid proof to establish a criminal case, but that didn't mean the case was closed, in other words, he was passing it on to Congress, which is what the Judiciary Committee is doing now

Mueller was a Republican, selected by a Trump appointee and overseen and answering to a Trump Justice Department, he was never going to end up with anything earth shattering, he even dropped hints of such during the investigation

Irony is that even if Trump was to win in 2020, the probability right now exists that the Democrats are going to keep the House, so none of this will stop, the GOP kept investigations into everything and anything Obama/Hillary alive for ten years, the Democrats have only been at less than a year so far, and Trump just gives them so much to examine
