A White House national security official plans to tell House impeachment investigators about registering internal complaints about President Trump's treatment of Ukraine and how he believed it to be harmful to national security.

"I am a patriot," Lt. Col. Alexander S. Vindman will tell investigators, according to the New York Times, which obtained a draft of his opening statement. "It is my sacred duty and honor to advance and defend our country irrespective of party or politics."

"I did not think it was proper to demand that a foreign government investigate a U.S. citizen, and I was worried about the implications for the U.S. government’s support of Ukraine," Vindman said. "I realized that if Ukraine pursued an investigation into the Bidens and Burisma it would likely be interpreted as a partisan play which would undoubtedly result in Ukraine losing the bipartisan support it has thus far maintained."

He added he believed he had a "sense of duty" to tell about the phone call and he believed Trump's phone call at the time would "undermine U.S. national security." Vindman registered two internal complaints on Trump in connection to his handling of Ukraine.

"On many occasions I have been told I should express my views and share my concerns with my chain of command and proper authorities," he said.

His testimony will mark the first time a White House official will have testified who had listened to the phone call that prompted House Democrats to open an impeachment inquiry into the president.

Democrats contend that Trump offered Ukraine a quid pro quo on the call to investigate Joe Biden in exchange for military aid.
