Why don't Republicans just ask the judge who granted the FISA why he did so? Under what grounds/evidence? Quick answer, over and done with.
Not sure how you can question a judge without convening a Grand Jury?

Suspected Russian spies, who were being surveiled, approached Page pretending to be interested in his business. They thought he was greedy enough to be groomed. They, the Russians, were also recorded saying they thought he was an idiot.
The Russians were arrested, only one of them could be charged, as the other two had diplomatic immunity. Carter Page was questioned. It was determined he had no knowledge of who the Russians were, and he was cleared of suspicion. That is who Carter Page is. An American who Russians targeted for their own purposes in 2013. They were unsuccessful. Carter Page was determined to be innocent.

It's clear they used Carter Pager as a wedge to unmask and spy on the Trump campaign.
