Trump tore up the rose garden and turned it into a cement slab and I didn't call that illegal because that renovation was a renovation and not a tear down of part of the building. Tearing down a historic building is different from tearing up some roses outside that building.

Appropriating money is a far cry from congress having control over the project. In Trump's case he's using privately donated funds from citizens to do the work. Why should Congress get any say in that?

Because the White House doesn't belong to Trump. Trump is NOT a king. He doesn't own the executive branch buildings.
