Do you think that because you are in a cult?Teddy Roosevelt built one wing of the White House without Congressional approval.
It's interesting that Congress appropriated funds specifically for building that building but you think they didn't approve anything.
Theodore Roosevelt's temporary office building is known today as the West Wing. His six children and White House staff were crowded on the second floor of the White House. Congress appropriated $65,000 for the construction of a temporary, one-story office building just west of the White House. The White House interior was also restored in 1902
Congress even specifically allocated money to pay for the design of that building you claim they didn't approve.
EXECUTIVE MANSION: For care, repair, and refurnishing of Execu-tive Mansion, twenty thousand dollars, to be expended by contract or otherwise, as the President may determine. For continuing plans for extending the Executive Mansion, pre-pared in the office of the engineer officer in charge of public build-ings and grounds, for completion of drawings, model and specifica-tions, and for each and every purpose connected therewith, six thou-sand dollars, or so much thereof as may be necessary; the Chief of Engineers of the United States Army shall have the employment of all persons connected with this work.
It seems you are batting .0000 on this. Truman asked Congress to create a commission for the renovation and both the Senate and the House appointed members to that commission.FDR added a bunker under it along with major mods to the East Wing without Congressional approval.
Truman virtually gutted the interior to update the building without Congressional oversight.

Has the White House ever been renovated or changed?

When did any President tear down one wing of the White House without Congressional approval. You have specifically avoiding answering my question.
Trump tore up the rose garden and turned it into a cement slab and I didn't call that illegal because that renovation was a renovation and not a tear down of part of the building. Tearing down a historic building is different from tearing up some roses outside that building.
