Indeed they do. The United States is organized as a federated republic, not a democracy. We have a constitution. Democracies don't.

Cheating in polls is primarily by Democrats. It is Democrats that want to allow illegal Mexicans to vote. It is Democrats that want to allow dead people to vote. It is Democrats that are against voter ID laws.

Can you name ANY country that doesn't have a written constitution?

The only one I can think of is the United Kingdom, which has managed without one so far.
