COVID argues otherwise......they checked to see what they could get away with and the answer is pretty much anything.
 
FUN FACT: During COVID the people in charge ran constant polling to see how well the brain washing via massive propaganda and lies was working, and then set policy at the max authoritarian that the polls indicated they could get away with.

You think they wont export food we need? It has certainly happened before and look at what they are doing with crude and crude products and perhaps natural gas.

Then there is the matter of California and a whole lot of other places, particularly the Rump of the UK and Europe, killing food production on purpose...out in the open.
