Mueller is a Republican, and a consummate professional. He made it clear that Congress should be the entity to bring trump to justice, as POTUS is above the law. He isn't above impeachment, however.

He knows there isn't enough evidence to indict, so he came up with his nonsense and is now trying to tell Congress to do his job.

Why wasn’t a single Russian conspiracy indictment handed out to someone besides Trump?

I’ll at least entertain the argument that Trump is not not guilty of obstruction. Collusion is just too much to take.
